You'll have gotten their attention and will have a much easier time killing them once they're within range. If you want to kill one with a melee weapon, all you have to do is walk out of cover and then back in. Rely on peeking and shooting and getting their attention. Dodging their shots depends mostly on level design, so don't rely on it. Run away from them as you take out more important targets (goons with guns), or simply position yourself in a way that you can easily take them.ĥ.
